UPDATE: U.S. District Judge Indira Talwani has once again blocked the Trump’s plan to have USPS impose new limits on mail-in ballots, ruling Thursday that it would impose onerous new requirements on states without enough time to implement them, potentially disenfranchising large numbers of voters.
