When I was in high school in California we had rolling blackouts one summer and it sucked. We all had to conserve electricity. Thus, when we went to a convention in Kansas we all left the lights, TV, everything on in our room.

I’ve only heard that term applied to US-based scientists as the US doesn’t have the MS requirement for PhD programs. And the assumption is you always get a PhD you start. And in the US we don’t earn a MS along the PhD path.
