That's how it seems to me, but it seems to only be applied on someone's whim. The fact that BPAC and VZAC are essentially structured the same but are told to follow open meetings laws means that whoever wants to control the flow of information decides whether to hold committee members to the law.

From MNPD just now. The preliminary investigation indicates the semi was attempting to turn right onto Gallatin Pike when a 58 year old man came from behind a building onto the sidewalk. He stumbled & fell into the roadway & was struck.

The stumble will be the excuse to stay the course.
