There's no way this godawful system was implemented on merit - it's utter incompetence or kickbacks, and I'm not sure which would be worse.

How about we just launch AI into space and keep the data centers somewhere sensible, like on the ground?
Space won't magically keep your data center cold, it's actually hard to shed heat in space because you can only radiate it away, which is slow.
