If your point was a lack of political parties, the counter is human tendency to group. Those groups would vote in particular ways, collectively, and overwhelm the individuals. They would then collectively coordinate their efforts for legislation.

Darn that human tendency to group up with people who share mostly similar interests to ourselves...
