It also allows you to manually set your thresholds for what to keep on hand, which is very handy later in the game once you have more cash flow to keep repair times low. Cold spares beat rush shipping every time.

It's not intended as a micromanagement requirement, though you can go in and manually order more if you really want to. Materials are automatically ordered based on the BoM/repair needs. During project pitch you can order some spares & add to CapEx, which can then be financed.
