We study California's free/reduced-fare student pass programs since COVID-19. Of 67 agencies surveyed, most of the 34 with programs kept them through 2022-23. LA Metro's GoPass reached 241,000+ students. K-12 programs expanded post-pandemic, boosting ridership. Learn more: ucits.org/research_pro...
