a lot of times Dem mayors are kind of in a tough spot cracking down on misbehavior from municipal employees because they and their unions were important supporters getting the mayor into office. But most of these guys either officially or implicitly backed Cuomo! Fuck 'em!
Especially galling given that so much of the reboot of Vision Zero seems to focus on changing behavior. Ending sidewalk parking by cops and other municipal employees should be the lowest of low-hanging fruit of behavioral change.
