They don’t! Horse meat for human consumption isn’t a thing here. E. coli/salmonella/ listeria is a random test they do in packing plants by Feds. Local health departments test meats in stores for E. coli & salmonella, etc after it has left Fed or State plants.

There are tests for horse meat. But horse meat cuts go to Asia & Europe. Processed goes in pet food like kibble

Horse meat is not sold for human consumption in the US. Horses slaughtered in Mexico/Canada are exported to Asia & Europe.

Each horse costs taxpayers about $3000 each for roundup. Permits costs $25 /each. Costing us more & filling others pockets in addition to being cruel
