Not true. In their list of grievances, the Founding Fathers complained that King George III was blocking colonial laws that would promote immigration and make it easier for foreign settlers to become citizens.
Reuters tweeted: "Pope Leo urged Americans to uphold the ideals of the Declaration of Independence, praising the country's long tradition of welcoming immigrants in his first major address to the United States." They then attached a video of the Pope speaking. Someone named NoraNH replied: "The Declaration of Independence doesn’t mention immigrants" The Declaration of Independence. He has endeavoured to prevent the population of these States; for that purpose obstructing the Laws for Naturalization of Foreigners; refusing to pass others to encourage their migrations hither, and raising the conditions of new Appropriations of Lands.

I can now confirm there is no post credit scene to setup the Metternich movie at the end of Napoleon. Perhaps we are not ready for an ECU.
