Let's be clear about what happened today.

The govt has broken the HC system. It is in pure chaos and has been fragmented into many uncoordinated pieces. EMS is going to be plunked under the Acute Care AB, and yet ACA doesn't have a budget and can't actually coordinate the many service providers within it...
