How about the premise of the story to start with: A senator grappling with the unimaginable.

Why would an editor think that the average reader is going to care? What reader hears the horrible news of a mass shooting and immediately thinks, "I wonder how my Senator is taking this news?"

I’m 55 and played competitive baseball in my youth. I still play in men’s leagues. Some of my teammates played in the high minors. These guys — who never even sniffed the big leagues — are still so much better (even at this age) that I just have to just shake my head and admire their skills.
