Well, this is only PART of the reason ICE is murdering folks. Other reasons:
1/ To see how much murder and mayhem they can cause without provoking meaningful pushback.
2/ To normalize government violence.
3/ In preparation for violently blocking ppl from voting in elections.

The reason why ICE agents continue to shoot people is because nothing ever happens to them when they do. They essentially have been granted full immunity for whatever they choose to do to people by a lawless regime of thugs.
