Even worse in FE colleges. I've seen staff bullied in corridors by managers shouting in their face. Staff singled out for paperwork requiring endless 12h days trying to fulfil the management wishes, getting burnt out and worse. I know of whole departments quitting due to harassment and belittling.
Decades of research on bullying in academia tells us abusers are usually known in HEIs (including to HR). They typically stay in post, or are promoted. Their victims (within and outside the uni) are the ones who quit, step down, or are hurt. HEIs generally only act when their reputations are hit /1
