The book will provide a new account of the conditions under which states may legitimately exclude outsiders from their territories; argue that liberal democracies today almost never meet these conditions; and provide a historicizing analysis of why this is so.

We think this is possible, to the extent that it comes with a shift in our conceptions of what citizenship *is* - an institutionalized guarantee of social equality for all those present, not some lever of privilege reserved for the deserving few. See Daniel Sharp's piece for more on this point.
