It is so surreal for me for this discussion to be happening amid the smoldering remains left behind by a successful 60-year right-wing elite effort to change public opinion. Of course they can change public opinion!
Let's assume for the sake of argument that political elites cannot affect public opinion, only pander to it.

Even then, you must anticipate trends in public opinion. It doesn't take a rocket scientist to anticipate that an internal masked authoritarian police force will soon become unpopular.
