yeah my sister did a lot of sports and stuff (but still very much a girl) and she was a "tom boy". If all she does is drink beer with the guys and beat up girls I see that as more of a "pick me" lol. (but truly I think when guys want a "tom boy" they mean someone who won't make them do girly stuff)
