I think he’s miscalculating the politics on this one in the same way he did for the gambling reforms.
They’re just so complacent given their majority but their primary vote will continue to fall and I won’t be surprised if a minority government is returned at the next election.

Or they could simply implement a congestion charge like in New York and use the funding to improve BART services and network coverage.
