Can confirm -- I work at a small library and honestly even one person requesting a title means a good chance we'll order a copy. More than one request? Absolutely getting a copy. And if the book gets a lot of internal and inter-library loan requests? Multiple copies will definitely be ordered 👍
Also worth noting that like, three people requesting something at a library will get a library to buy it. And it doesn't take many holds to make it "we should buy more copies."
