In Helsinki, every park is open to everyone, 24/7 — no fences, no keys. Scotland even copied the Nordic right to roam into law in 2003.

But Queen Street Gardens — 20 acres in the middle of Edinburgh — stays locked, thanks to a legal carve-out meant for back gardens, not parks.
