Remove the regulatory barriers to housing production, build a ton more of it, and make housing vouchers into a fully funded entitlement. These things are not in tension. (And vouchers are a far smarter approach than the alternatives, e.g. supply subsidies.)

Houses are expensive because we have a massive housing shortage in high opportunity metros and because the government doesn’t invest enough in subsidized housing for low-income folks. Cities that banned Airbnb (NYC) and rent algorithms (San Francisco) are still expensive as hell.
