PM's #socialcare speech feels a landmark--lesson learned from May (give the debate time, don't cram into an election campaign) and Johnson (Burnham understands the problem&genuinely wants to fix it). Plenty of time for political reality to kick in, but i don't think it's unreasonable to be hopeful.
