I am willing to bet money the reason GTA VI will run 30fps on ps5 is because of a CPU bottleneck. It's 8 cores, but it's "only " Zen 2, and 2 cores are reserved for the OS. Not that it's an excuse, but it wouldn't surprise me at all.
