Councilor Olivia Clark has been a reliable vote to remove barriers to housing abundance. She has supported streamlined permitting, waived system development charges, and the resolution to speed up the Inner Eastside Zoning Project.

A democratic socialist and longtime public school teacher, Councilor Tiffany Koyama Lane has been a reliable vote for housing abundance and tenant protection this term, backing the Inner Eastside Zoning Project, the algorithmic rent-fixing ban, and the city's first social housing investment.

Since taking office, Councilor Angelita Morillo @pnwpolicyangel.bsky.social has turned our priorities into law. She championed the resolution to speed up and prioritize implementation of Inner Eastside for All, our top policy priority and shepherded it to a unanimous vote on council.

ennifer Shuch, Board president of Portland: Neighbors Welcome, an organization that advocates for housing and tenant reforms in Oregon, said the group hopes the zoning process will help create a more diverse Inner Eastside and allow the neighborhood to grow in a way that benefits more Portlanders. The organization has previously worked with City Council and BPS on housing issues, including the city’s Housing Production Strategy, and Shuch said the zoning project is another opportunity to increase housing production in the city.

We developed the boundaries and parameters of our campaign and settled on an area that we believe has the potential to be transformative: an area with high opportunity, low VMT, great transit, amazing businesses, and low displacement risk.
Map of Portland with daily vehicle miles traveled per capita. The VMT is lowest around the westside and particularly the pearl and downtown, and also is low in the inner eastside area (12th to 60th, fremont to powell). The inner eastside area is outlined on the map.

Sam Hewitt, McKaden Tigue, Alyanna Mercado, and Adam Martin designed Shuffle on Sunnyside: a Neighborhood in One Lot — bridging the cultural preference for single-family living with the need for density, sustainability, and affordability.

After earning an A.B. in Government from Harvard University in 2018, he tried his hand at construction from 2018-2024. Housing and public space has driven his graduate work, from urban design and housing studies in Barcelona to his most recent work in the Portland Single Stair Housing competition. Adam lives with his wife and beagle in Portland’s Cully neighborhood. He enjoys ongoing maintenance projects on his home, is always on the lookout for new grill recipes, and looks forward to going back to jiu jitsu classes after grad school. Student bio of a black and white headshot with the following text: Alyanna Mercado is an M.Arch student at the University of Oregon’s Portland Campus. She graduated in 2023 with a B.S. Arch from the University of Nevada – Las Vegas. She has just over three years of professional experience with a local Las Vegas firm. With the firm, she gained great appreciation for public projects that bring community and social interaction. Portland’s unique art and architecture scene is what drew her pursue graduate studies here. When she is not in front of her computer, she can be seen walking her dogs in local parks or exploring secondhand shops. Student bio of a black and white headshot with the following text: McKaden Tigue holds a Bachelor of Science in Architecture from University of Idaho and is currently pursuing a Master of Architecture at the University of Oregon. With three years of professional practice between his studies, he has worked across a range of project types and scales in the San Diego metropolitan area, from K-12 educational facilities to student housing. His continued academic work at UO Portland is driven by his interest in ecological and place-based architecture. Outside of architecture, McKaden can be found exploring the neighborhoods of Portland or getting outdoors across the Pacific Northwest. He received his undergraduate degree from the University of Texas at Austin, where he focused on the history of technology, ethics, and immersive event design. After graduating, he worked for a year at a mid-sized residential architecture firm in the Bay Area before pursuing his master’s degree. At the University of Oregon, his work focuses on housing and urban design, with a particular interest in how architecture can respond to environmental challenges. Outside of the studio, Sam enjoys spending time outdoors, running, climbing, woodworking, and painting in watercolor.

Caroline Buecker, Victoria Alencastro Veiga, and Haley Yamasato designed Cobohause: a supportive multifamily cohousing concept for a 6-story building at 315–317 NE 28th Ave in Portland's Inner Eastside.
Student bio with headshot with following text: Caroline Buecker Caroline Buecker is an emerging architectural designer from Northern Kentucky and a graduate of the University of Cincinnati’s DAAP program, where she earned her Bachelor of Architecture with a minor in Horticulture. She is currently pursuing her Track II Master of Architecture at the University of Oregon in Portland, where she continues to explore the intersection of the built and natural environments, with a focus on how thoughtful design can support well- being and community. Outside of studio, Caroline enjoys traveling, running, hiking, cooking, painting, and photography. She also works as a barista and has a deep appreciation for coffee culture, viewing it as a powerful connector that fosters community and meaningful everyday interactions. Whether exploring new places or spending time outdoors with her dogs, she is continually inspired by experiences that bring people together. Student bio with headshot and following text: Victoria is an aspiring architect and urban planner, born, raised, and graduated in Brasília, Brazil - a city that shaped the way she sees design. She spent her first six years after graduating working with residential renovations and as a product curator and architectural consultant at a high-end outdoor furniture store, where she discovered a passion for interior and furniture design. She is currently pursuing her Track II Master of Architecture at the University of Oregon in Portland. Student bio with headshot with following text: Haley Yamasato is an emerging architectural designer and current Track II Master of Architecture student at the University of Oregon. Originally from Honolulu, Hawaii, she earned her Bachelor’s of Architecture from Portland State University, where she began developing a design philosophy centered on the connection between heritage and modern form. Her interests explores the integration of diverse cultural identities with contemporary architectural practices, focusing on how these synthesized environments can enhance community well-being and deepen our connection to our surroundings. Outside of the studio, Haley enjoys exploring of Oregon’s diverse food scene, frequently trying out new food spots and local hidden gems with her friends. She balances her busy academic schedule with a love for live music, often traveling across state lines to attend concerts and experience the energy of different cities. When relaxing at home she finds comfort spending time with her cat. Whether she is sharing a meal with friends or traveling for a show, she is constantly inspired by the way shared experiences and our immediate surroundings foster a true sense of community and well-being.
