This is correct. Just know that a) it is missing a bunch of sites (unavoidable), some are duplicated between the rezoned/non-rezone maps, and some of the cities reflect draft, not approved inventories.

I have a map (not yet public, but hopefully soon) that addresses these issues.

Would also help if the law promoted rezoning. Currently it's incentivizes cities to avoid rezoning (as a part of the HE). Rezoning should be easier than the status quo, but it's the opposite right now.
Lots of HE law has unintended consequences and inadvertently promotes bad outcomes.

Could you buy an existing house, demo it, then classify the land as vacant? And if so, does it need to be a two-step process, or can the demo/build applications be consolidated?

To put it another way, it takes the approach of actively penalizing the technologies of the 21st century and subsidizing the technologies of the 19th century. As solar, batteries, and electrification are rapidly adopted by the rest of the world, we are stepping backwards.
