I know racing cars are often much cruder up close than one might imagine but that does look like the pedal box area has been horribly bodged. (and quite a lot of the rest of it looks in poor nick as well).
For those with deep pockets, a Jordan 191 is up for auction this September.
Altho, there's some weird stuff going on inside the footwell 🤔.

I'm not a car trader so maybe this is a noob thing to point out, but perhaps when taking photos to sell a classic car, it;s a good idea to ensure that the wheels are all held on with the right number of bolts....
