They take names from local govt sources and so pretty sure that it happens automatically when the US Geographic Names Information System is updated by the US govt.

If you don’t understand the point with Chelsea then you’re clearly not coming at this argument with an understanding of how existing rules work.
They can’t spend now because they’ve spread all their deals out over the last six or seven years to stay within restrictions. Or the cap, if you prefer

The Premier League will never implement a spend cap that disadvantages their clubs against the likes of Barca and Madrid in European competitions. If it comes, it needs to be driven by UEFA.

The Premier League will never implement a spend cap that disadvantages their clubs against the likes of Barca and Madrid in European competitions. If it comes, it needs to be driven by UEFA.

You are taking issue with a club finding a bargain deal in a market where midfielders are crazily changing hands for over £80m, because they cannot pay huge fees themselves and stay within the same SCR rules.

Every club has money they could spend but can’t due to PSR/SCR.
Villa are buying Manzambi for £50m so they have money they can spend.
