I think it changed over from a coupon book to a "pay card" type method at the top of 2006 or so.

The food stamp system in the US hasn't even been called food stamps for ages. Benefits are no longer given as paper coupons or stamps. Funds are now put onto a of payment card that can be used at grocery stores and farmers' markets.
It isn't perfect, but it has helped a great many people.
