Are they doing away with external peer review? Only scrutiny by the boards, shortlisting, and then interview?

As an editor, my concern would be responding to feedback requests from reviewers if I didn't rate their review as high enough quality to earn the reward points.

Would you not just write it into a grant which covers the experiments, but doesn't ask for staff costs, stating that your employer will fund the fees and stipend of a PhD student who will deliver the work in the grant? It would be part of the institutional support spiel.
