I think it is less to do with colour and more to do with who has the perceived power. Powerful culture have historically abused the less powerful for 12000 years cant se that changing. The slavery of blacks was only a recent thing and quite short lived in comparison to others

Along side that there is no anonymous aggregate data either because most of the anonymous data could be analysed by AI to recover the ID.
