I think I fall into this category.
On the one hand, it slows down some of the ongoing damage he's doing. The vanity projects end, for example. Maybe the war crimes go down, too.
On the other hand, lack of consequences makes it harder to dismantle the network.

Vance is, for all his flaws, less corrupt and more stable than Trump. Also, he's not popular enough with the base to keep the rest of Republicans in line like Trump does.
He'd be more effective at some terrible things they do, but I think it's still a step up.

That's latent. I'd argue there are layers of "this" with the first one being possible to drive back with voting for now. And ripping it out is a lot easier when it doesn't have a legally protected secret police force and pardon power.
