The session will introduce the methodology behind the index and explore its practical applications for end users. Participants will learn how to interpret and visualise the results, compare countries, and understand the policy relevance of the findings. The workshop will also provide insights into how skills deficiencies vary across countries in 2024 and how these trends have evolved over time. In addition, attendees will discover the main functionalities of the SkillsPULSE software tool and learn how the composite index will be integrated into the platform. A dedicated feedback session with Estonian stakeholders will offer an opportunity to discuss user needs, methodological considerations, usability, interpretation of results, and potential policy implications, helping to ensure that the tool responds effectively to stakeholder expectations.

As we head into the weekend, here’s an interesting insight from the SkillsPULSE Project on how different countries identify, measure, and respond to skills gaps through skills intelligence systems www.skillspulse.eu/how-countrie...
🔎 The report reviews more than 70 systems worldwide, with case studies from Australia, Canada, New Zealand, and Singapore. It shows that there’s no single solution, approaches vary depending on national contexts and policy needs. Key takeaways: ➡️ Countries use a mix of data sources such as labour market statistics, employer surveys, wages, and AI-based analysis of online job ads. ➡️ Effective systems often combine stakeholder engagement, policy links, and accessible digital tools. ➡️ Skills intelligence serves diverse users — from policymakers and training providers to employers, jobseekers, and migrants. ➡️ Important gaps remain, including measuring internal workforce skill gaps and identifying declining or obsolete skills. 💡 The findings support evidence-based policymaking and help improve how Europe and beyond understand and respond to changing skills needs.

As part of the SkillsPULSE project, we are launching a strategic study aimed at gathering direct input from employers, HR directors, industry associations, and chambers of commerce across all sectors in Europe on current and emerging skills demands. The purpose of the survey is to understand the extent to which organizations are able to obtain the skills they need to remain competitive. It focuses on recent experiences related to staff recruitment, skills shortages, and the training and upskilling of employees. The evidence collected will support European and national policymakers in improving the alignment between skills supply and labour market demand across Europe. Participants will receive a copy of the survey analysis report, enabling them to benchmark their results against national and European averages. They will also be invited to an online workshop to discuss the study results with experts and stakeholders, and will have the opportunity to opt in for early access to, and testing of, the SkillsPULSE composite indicator on skills gaps, as well as a demonstration of the IT tool developed within the project. Employers based in Poland, Italy, Greece, Ireland, Finland, and Estonia are invited to share their experiences with recruitment, skills needs, and shortages. Completing this survey takes approximately 15 minutes and will contribute to evidence-based research supporting EU policymaking.

On Tuesday October 14th, SkillsPULSE participated in the interactive session “From insight to impact: leveraging data-driven approaches for smarter regional policy”, during the European Week of Regions and Cities, together with three other Horizon Europe projects, MOBI-TWIN, Re-Place EU, PREMIUM_EU. We explored how diverse methods and data tools can boost regional resilience, address talent loss and strengthen the “right to stay”, and what’s needed for effective policy uptake. Also on Tuesday, our coordinator Fondazione Giacomo Brodolini hosted a SkillsPULSE policy roundtable with representatives from DG Employment, industriAll Europe, World Employment Confederation, and EfVET to discuss our initial research results. We focused on what to measure in skills and skills matching and why, from indicators that capture shortages/mismatches to metrics that can inform targeted interventions. We closed the day with the 15th FGB Knowledge Apero: “Tackling Skills Shortages: Turning Data into Action”. Speakers from MOBI-TWIN, Re-Place EU, PREMIUM_EU, and SkillsPULSE shared practical approaches related to skills needs: from mapping workforce mobility and regional attractiveness, to assessing quality of life, modelling policy impacts, and methods for measuring skills shortages. The event was part of the European Regions Week 2025 – Close to You initiative. ​ The week opened with a policy session on skills and education, organised by European Research Executive Agency (REA) and DG Employment, where our partners Liga Baltina (Fondazione Giacomo Brodolini) and Terence Hogarth (IER), presented the SkillsPULSE Project, and shared insights on skills mismatches and shortages, and what recommendations for policies to address them.
