How about 'charging the owners/operators and all participants in any such bet' with incitement to arson. Right up front, I think it's ALREADY a crime to incite criminal activity, and arson is obviously illegal as all hell. The tools are there. Our system just needs to pick them the fuck up.

There is now an incentive to cause them. Anyone betting pro-fire can be suspected of helping get the thing started. IMHO. including the house that takes the bets.
