I certainly did ask myself: does ICE have the legal authority to place a 100,000 fee on institutions that admit foreign students and give them a work visa? Because the law only gives Congress the ability to tax anyone. Everybody, what is our answer of the day (and everyday): no.
You might ask: How can ICE levy a tax? What law gives legal authority for that?
No law does; it is an illegal action.
