Don't speak too soon; OCG has been introducing something called the "Booster Limited Tournament", where decks can only be constructed with the 4 most recent sets, and it even has Neuron support. So rotation in YGO may not be too far off, tho I reckon the game would need a reboot for it to work.

The weird thing about the Lava Golem one is that it does have text, but it seems to be it's effect in the manga (it does 700 damage each turn instead of the usual 1000) which, given that these are meant to be tournament-legal, is pretty nonsensical.
