That's clearly what it is, except they don't say anywhere that these are reposted/stolen stories. If they were at all honest, they would say that's what they're doing, and/or they wouldn't have said, "I adopted." Look at the responses praising them; are they doing anything to dissuade or clarify?

You're not wrong, but your points are also irrelevant. Paying isn't the point, it's just getting people to fall for the promise. It's worked before, could work again and voters won't punish him for non-payment because he can't (I hope) run again.
