At regjeringen legger ut områder for oljeleting betyr bare at selskapene kan søke om dem. Hittil har INGEN av dem vært interessert i å bore lenger nord (for dyrt) eller nærmere land (for tvilsomt). Dessuten kan søknadene avslås, hvis de ikke møter (de veldig strenge kravene) som gjelder.
