I have read into many proposed tariffs and they do target specific industries not entire countries. You cannot tariff a country, only a product or import.

I wouldn’t consider Walmart a “luxury”. A Luxury is going to the farmers market for organic produce (which everyone should be doing) I grow my own food all the time.
