not heavy enough to be dangerous but juuust heavy enough she's forced to be efficient with her air and only take short breaths because of the surfacing time

In general, I prefer underwater perils where the victim's head/face is JUST short of making it above water.
Examples include:
- Realistic drownings of non-swimmers, fighting and clawing to get air.
- Someone sitting on a restrained victim in a shallow body of water.

Normal about facemasks underwater. A mask puffing out with the cheeks is cute but then you get waterboarded upon surfacing which is really good stuff.
long dress and/or hoodie. ideally something that emphasizes the flowy aesthetics with enough added weight and drag to feel really distinct to swim in. a facemask would also have really fun breathplay implications
