I’ve also noticed this shit in German football. I’m not sure they are flare guns, but massive versions of party poppers. They wouldn’t come under firearms legislation here if that’s the case. Because no barrel firing a projectile

And if you’re specifically curious about flare guns - which obviously have a lawful purpose- I think they were added after a death at a football match - Cardiff Arms Park rings a bell.
Can also remember Leeds fans firing one at the away end in the 1980s as well

It’s just the definition of firearm. No barrel = not a firearm - a flare gun is a gun. One weirdness is hand grenades which are covered by “ammunition” in The Firearms Act even though they aren’t used with a barrelled weapon.
But any homemade explosive device would be covered by Explosives Act.
