The European Commission on Tuesday proposed measures to advance EU accession for Montenegro, Albania, Moldova and Ukraine and a mechanism to suspend members’ voting rights over breaches of EU values.

Measure assumes threat comes mainly from newer members at a time when enlargement isn’t moving fast and populist breakthroughs look imminent in West European founders members.
