I’m old enough to remember that W Bush said that the US wouldn’t join the ICC because they were afraid that US troops would be put on trial for war crimes. In 2002 Rs and Ds in congress gave the president authority to use “all means necessary” to secure the release of Americans arrested by the ICC.
