Como é óbvio. Assim como os norte-americanos arriscaram uma guerra nuclear quando os soviéticos tentaram colocar ICBMs em Cuba. Mas quando eles próprios os colocaram na Turquia já não havia stress (acabaram por os retirar, discretamente, deixando "apenas" as B-61 em Incirlik).

at this rate and with this level of competency we'll bomb Ankara via Israel but somehow our B61s in Incirlik won't be accounted for and the result of all this is not only NATO falling apart but a nuclear Turkey

Flaky intel. Low probability of happening but catastrophic results if it does. We used to get intel on threats to our planes arriving or departing Incirlik AB Turkey in the days before 9/11. Could it happen? Sure but a minuscule probability. A bit more attention was paid after 9/11.

My guess. The intel was flaky but it did exist. Low quality probability it would/could happen by catastrophic results if it did. Many years ago it was almost routine to have reports of threats to our planes arriving or leaving Incirlik Turkey. Pre-GWOT days.
