This is a super complicated issue. If wildland FFs have to wear PPE, they probably can’t fight fire in the same way. Cutting line with PPE is probably not possible. 14day shifts are also maybe not possible. That would mean (1) big changes in strategy away from suppression and (2) much higher costs.

I asked my civ pro prof about this the other day because of the one that was appealed and SCOTUS considered a preliminary injunction, and she said TROs are appealable??
Do you happen to know the basis for them not being appealable, outside of it being a bit absurd to appeal a 14day order?
