If they are going to deny their products to local government institutions, schools, then they should not only forfeit that tax relief, they need to refund those subsidies.

The 2-3 Billion came from how much it would cost under the lean model. However, the current salary + overhead (MRA) for 435 members is almost $1Billion dollars. So, if we took the average for each member x 6600, it would be closer to $13B. That is unsustainable and way too expensive.
