Any archive service has to pay creators. The BBC can’t have an infinite database of content paid for via a fixed pool of money from the licence fee.
Unless of course they work out the clever method Spotify did (just steal it all with menaces and don’t pay the suppliers).

I basically can’t listen to radio 4 with the children in the car because within 5 minutes there’s something about a pedophile or rapist, so radio 4xtra going will be genuinely quite shit

4xtra costs peanuts and improves quality of life for too many people. I think the decision is political and hateful.

Four Radio One stations, one classic archive station. And they decide to axe the archive station. Stupid decision made by people with no foresight. 4xtra is great and one of the few things with actual content.

4Xtra has just repeated the satirical farce Semi-Detached by David Turner, 1964 starring Leonard Rossiter. Great fun but I was also left thinking what must the permission / paperwork / royalties be like for repeating a production where everyone is long dead?

There was a series on 4Xtra recently about the more macabre stories and inmates at Highgate. The creepiest was Rosetti's wife Lizzie Siddal, who he had dug up a few years after burial to get some poems he'd interred with her when he needed money!
