The State Department is also illegally replacing the DS 5504 04-2022 form with the 2019 edition as a stop gap. Straight up reverted without cause while they feign this process.

I am writing to call out a serious procedural defect in the proposed information writing collection revision to Form DS-5504 (OMB Control Number: 1405-0160). point Department At some point in the past 30 days, the Department of State replaced the legally effective Form DS-5504 (04-2022) with a superseded revision (DS-5504 11-2019) on 2Y Swith a superseded its public-facing website. The correct form was available at least as recently as January 24, 2025 (e.g. https://web.archive.org/web/20250124105552/https://eforms.state.gov/Forms/ds5504_p df.pdf), and the incorrect version appears in caches as after February 2, 2025. Currently, members of the public seeking Form DS-5504 are directed to download an out-of-date version. In addition to creating confusion and potential delays for passport applicants, this public comment process is undermined by the impression that the proposed change reflects the observable status quo. This premature implementation of the proposed change violates both the letter and spirit of the Administrative Procedure Act's requirements for meaningful public participation in rulemaking (5 U.S.C. § 553). The legally effective form change explicitly added the gender marker question that this open proposal seeks to statuter ay replace, and it is impractical to regard such reversion in good faith. This statutorily required process of public dialogue, intended by Congress to be substantive, substantive, is made into a formality. Such a rule change cannot stand. The Department of State must take the following corrective actions: 1. Immediately restore the legally effective Form DS-5504 (04-2022) to eforms.state.gov 2. Conduct and publish, within the period of public comment, a transparent audit describing how and why this form revision was implemented in January 2025 3. Withdraw this proposed revision, which has been utterly corrupted by this procedural defect.

Public comment on US passport form changes related to trans Passport Question / Discussion The Department of State has published 30-day notices for public comment for changes to the following passport forms: DS-11 new passport application DS-82 passport renewal DS-5504 name change or data corrections In all these cases, the changes made include changes related to the "Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government" executive order, and requesting the biological sex at birth. I thought this community would be interested in weighing in on these changes. I am not entirely sure about how to submit comments, but I believe you can submit comments by going here, under "Currently under Review", selecting "Department of State", click Submit, checking the box to show only those available for public comment, and selecting the appropriate form.

Rates of fatalities from drunk driving in the US (31%) are similar to Canada (34%), France (29%) & Italy (25%).

I agree w/ your sentiment, but seems less clear drinking culture is as much to blame as lack of safer infrastructure & vehicles.
