Entre 1981 et 2001, la Californie a enregistre environ 10 000 homicides lies aux gangs, dont les trois quarts rien que dans le comte de Los Angeles. Face a ce chiffre vertigineux, l'Etat a fini par sortir l'artillerie legislative. Retour sur une loi qui devait sauver des vies.
