To diverge from code requirements, one has to pursue an AMMR/alternative engineered design for approval by the local jurisdiction. This benefits firms reputationally and is exactly what architects/developers want but the risks and time required often require working against your own interests. N

…size, then the effect is ambiguous and somebody needs to make a determination about whether that is less strict, or simply different. Regarding AMMRs – they are one-offs, however a jurisdiction can issue an AMMR bulletin, which gives architects guidance for what AMMR will be accepted.

I used to do a lot of work in San Jose and once proposed an AMMR for a single stack for only floor drains (no other fixtures) in a 16 story residential building and the chief plunbing inspector said absolutely not. In the end, the building was never built due to cost-overruns during permitting. 🙃
Maybe San Jose should issue an AMMR bulletin pre-approving the use of this approach? If it is already found in appendix C of the 2024 UPC, that seems like an easy lift.

Windows facing onto an egress balcony have to be fireproof/shatterproof to prevent a fire in the unit from quickly spreading along the egress path.

AMMR bulletins can also be used to pre-approve alternatives to current codes in other areas too, such as plumbing.
Here is an example of a city pre-approving AMMR requests for plans that comply with the City of Seattle’s building code, which allows six-story single stair apartment buildings.
Vancouver, WA is proof that US bldg officials are empowered to permit single-stair bldgs right now if they wanted to. Staff posted on the city website that plans compliant with Seattle code are pre-approved. No need to wait for the state code to adopt or city council to vote. They just went for it.

Santa Monica did theirs as an AMMR (i.e., you can request a discretionary formalized process, spelled out under the state building code, to get a single-stair building approved). Benefit: ordinance doesn't need state Building Standards Commission approval; drawback: not ministerial, unlike Culver.

I imagine Vancouver had a much easier path given their AMMR bulletin went out only a few months before the code changes from SB 5491 went into effect and legalized single stair state-wide. Still good evidence that the AMMR path is a viable option legally even if political challenges remain!

My understanding is that technically, issuing an AMMR bulletin is not a code change, so it is not subject to the code freeze. It simply tells builders that if they submit the following form requesting permission to use the approach spelled out in the bulletin, their request will be approved.

In addition to Schengen’s administrative measures like SIS and the AMMR, moving the immigration frontier from the Channel to the Balkans would disincentive crossings …
