Notice how I haven't mentioned platforms like the F-35, or systems like LRASM, ARRW, AIM-260, CPS, SiAW/AARGM-ER, NGJ, because you need these things to fight China, not the Russians. You can give them the worst days of their lives without ever touching the high-end systems the West/US have.

There's circumstantial evidence pointing to the fact that HTV-1 might be a MaRV (maneuvering re-entry vehicle) system like the DF-21/DF-26/Pershing II rather than a proper hypersonic glider like the DF-17 or ARRW. Could also explain the language used to refer to HTV-2.

I (and the GCCs) would contend there are ways to do that short of writing in that you have to go ask Omaha before you pop off a LRHW/CPS/ARRW, and tbh afaik the department agrees with that; I am not aware that anyone has written into definitive policy STRATCOM's view
